The 1976 Rolling Thunder Revue versions with Joan Baez are awesome, too: brighter & more folksy than the album take, with great ragged harmonies and a particularly effective start-stop rhythm.

@Goemans: I guess for a few reasons. The person Dylan is singing about just reminds me of Moe and what a rotten and pitiful dude he is. Also, it reminds me of the episode "Much Apu About Nothing" Season 07 Ep. 23, in which Moe is hating on "immig'ants", but is later shown in the room taking his citizenship test.
