"Government Hooker" is a metaphor for the dichotomy between love and passion versus status, wealth and power. In the song, Gaga talks about how she can be any and everything – she can be good or bad, cool or mad, and can even be a mother or father figure. However, in order for her to maintain her freedom, she must remain a "hooker" – offering her services to all and any who are willing to pay. Gaga also directly references President John F. Kennedy, who is famously rumored to have had many affairs with various women. In the song, she alludes to the idea that money, status and power can be a tempting or "forbidden" fruit. In the end, she acknowledges that no matter how powerful or wealthy someone can be, it cannot replace the love and connection usually associated with relationships.
