Stephen "France Hopper" Weber is male college student who is studying Information Technology at Drexel University in Philadelphia, PA. His hometown is Tinton Falls, NJ. Previously a clarinet player and now a beginner piano player, music has been a hobby of Stephen's throughout his life. He has created a few original pieces, but he primarily reorchestrates music from video games, with an occasional anime or classical piano piece. He recently began working with the English language version of Hatsune Miku. His first completed piece using Hatsune Miku was a cover of Frank Sinatra's Fly Me to the Moon.

His early work was produced in GarageBand using both Apple's Jam Pack sample libraries and on very rare occasions, a recording of an actual piano. He now uses Logic Pro and Studio One Two. His inspiration comes from Zelda Reorchestrated, where he worked as a member of the Support Staff, Pokémon Reorchestrated, and everyday life. He has taken a music theory course as an elective, but music remains only a hobby for him. He currently has taken an interest in reorchestrating piano pieces, but continues to work on other pieces as well. His publicly released work can be found at fhnwrk.com/reos.
